Christchurch Men’s Prison Redevelopment Programme

The Christchurch Men's Prison (CMP) Redevelopment is expected to provide 1,020 new prison beds.

The CMP Redevelopment is being delivered over four phases:

  • Phase One: Will include the delivery of 240 prison beds and has an indicative capital cost of between $700 million and $800 million.
  • Phase Two: Will include the delivery of 240 prison beds and has an indicative capital cost of between $700 million and $800 million.

Phases One and Two are being delivered as a Public Private Partnership, with the successful proponent responsible for the design, construction, finance and maintenance of both phases for a 25-year term. The Department of Corrections will retain responsibility for custodial services.

The Programme also inlcudes two additional phases, however, they are subject to a separate business case. If delivered, Phases Three and Four would comprise 540 additional prison beds

Procurement note:

The contract will be delivered as an Availability-based Public Private Partnership to design, construct, finance, and provide maintenance services for both phases over a 25-year concession period. The Department of Corrections will retain responsibility for custodial services.

Subject to meeting the conditions of Phase One, the Department of Corrections can elect to have the successful party proceed with Phase Two.

PROJECT HISTORY

Feb 2025 The NZ Government hosted a market briefing on the project outlining the four phases of the Programme, estimated costs and procurement and delivery timelines. The brief also confirmed that the project will be delivered through a Public Private Partnership.
Mar 2025 The NZ Government announced that between NZ$700 million and NZ$800 million in funding will be allocated to the project in the 2025-26 Budget for Phase One.
May 2025 The NZ Department of Corrections called for Expressions of Interest for the design, construction, financing and maintenance for Phase One and Two of the Christchurch Men's Prison Redevelopment Programme, closing 25 June.
May 2025 The 2025-26 NZ Budget outlined a funding commitment, held in contingency and not published due to commercial sensitivities, for Phase One of the Christchurch Men’s Prison Redevelopment Programme.
Aug 2025 The New Zealand Department of Corrections announced it has shortlisted three consortia to deliver Phases One and Two of the project. The consortia are Southern Renewal Partners, comprising Plenary Origination, Webuild, WBCA, Leighs Construction, and Serco New Zealand; Ōtautahi Partners, comprising Tetris Capital, Naylor Love Canterbury, FCC Construction Australia, and Honeywell; and Future South, comprising Southbase Construction, Built (NZ), Cushman & Wakefield New Zealand, and Zealandia Fund.
Apr 2026 The New Zealand Department of Corrections announced the Southern Renewal Partners, comprising Plenary, Webuild, Leighs Construction, and Serco as preferred bidders for the project.
