Gold Coast Advanced Resource Recovery Centre

The Gold Coast Advanced Resource Recovery Centre (ARRC) is a proposed waste-to-energy (WtE) facility, located in Stapylton, Queensland. The project will be delivered using a Design, Build, Finance, Operate and Maintain (DBFOM) model.

The ARRC integrated waste and energy precinct is expected to comprise:

  • garden and food organics composting facility
  • a plastics, glass, paper and other recyclables facility
  • the WtE facility, and
  • community hub and innovation park with community education, and research capabilities.

Procuring Agency: ARRC Gold Coast
Procurement note:

The project will be delivered using a Design, Build, Finance, Operate and Maintain (DBFOM) model, with the successful proponents expected to provide:

  • project sponsor, financiers and / or capital raising entities
  • an Engineering, Procurement and Construction contractor
  • a WtE technology provider / Original Equipment Manufacturer, and
  • an Operations and Maintenance contractor.

The project's procurement will involve:

  • an open EOI phase
  • a closed EOI phase
  • a shortlist of two parties for a 12-month Early Contractor Involvement (ECI) phase, and
  • contract award.

PROJECT HISTORY

Feb 2026 The City of Gold Coast opened an EOI process for the delivery of the project, closing 31 March. The EOI documents confirmed the project's expected delivery model - a Design, Build, Finance, Operate and Maintain model - as well as the procurement timeline.
