The Kwinana Freeway Upgrade is a set or proposed upgrades to the existing Kwinana Freeway, 25 kilometres south of Perth. The scope of the project includes delivery of:
- A new 11-kilometre lane in each direction between Russell Road and Mortimer Road
- A new 2.5-kilometre southbound lane between Roe Highway and Berrigan Drive
- A new 3.3-kilometre northbound lane from Russell Road to Beeliar Drive
- New coordinated ramp signals, and
- Improvements to safety barriers, surfacing and drainage.
The project will support the construction and operation of the proposed Westport Facility in the Kwinana Harbour.

The WA and Federal Governments are funding the project on a 50:50 basis. The 2025-26 WA Budget confirmed $700 million in funding for the project. The 2026-27 WA Budget allocated the funding in full, comprising $208 million in FY2026-27 and $240 million in each of FY2027-28 and FY2028-29. |

| Nov 2024 | The project was outlined in the Westport Business Case as key enabling infrastructure required for the delivery of the Westport project. |
| Mar 2025 | The project was included in the Federation Funding Agreement Schedule on Land Transport Infrastructure Projects (FFAS) between the Federal and WA Governments, contingent on a Business Case evaluation by Infrastructure Australia. |
| Jun 2025 | The 2025-26 Western Australian Budget confirmed funding for the project as an election committment. The Budget confirmed a total estimated cost of $700 million, with funding to be allocated from FY2026-27 onwards. |
| Oct 2025 | The WA Government commenced an Expression of Interest process for the project, to be delivered under an Alliance Contract. |
| Mar 2026 | The WA Government issued a Request for Proposal to a shortlist of three Alliances to deliver the project. Shortlisted proponents include BMD, Georgiou Group, GHD and WSP; CPB, McConnell Dowell, Arup and Jacobs Group; and NRW Contracting, DT Infrastructure, Aurecon and BG&E. A preferred proponent to enter into a Project Alliance Agreement is expected to be selected mid-2026. |
